장하준, "''친 기업 정책'의 허상에 현혹되지 말라"
모든 정부가 금과옥조처럼 내세우는 '친기업 정책'의 실체는 무엇일까. 친기업 정책이 진짜로 일자리를 늘려줄 수 있을까. 아니 그보다 이해관계가 엇갈리는 수많은 기업들 모두에게 도움이 되는 친기업 정책이란 것이 과연 존재할 수 있기는 한 것일까. 장하준 케임브리지대 경제학과 교수는 3일 영국 일간 가디언 기고문을 통해 "친기업 정책과 친부자 정책을 혼동하지 말라"며 친기업 정책의 허상에 대해 조목조목 지적했다.
그는 "세금 탈루, 시장 조작, 보너스 잔치 등에 대한 비판에도 불구하고 기업인들은 여전히 경외의 대상으로 남아있다"면서 "부자증세나 규제강화를 이야기하는 것은 매우 위험한 반기업적인 주장으로 여겨지고, 서민 복지를 앞세우는 정치인조차도 늘 '친기업' 이미지를 유지하려 한다"고 말했다. 그는 그러나 "(그들이 말하는) '친기업'이란 말은 도대체 무엇을 뜻하는가"라고 반문했다.
Despite the best efforts of some of its members to discredit it with market rigging, tax avoidance, and unjustified bonuses, the business community is still held in awe in Britain. Any suggestion of higher taxes for top earners or tougher regulations on the abuse of market power is howled down as dangerously anti-business. Politicians who are serious about the nation’s prosperity and its citizens’ welfare, it is accepted, need to be “pro-business”.
But what does it mean to be pro-business?

이어 "기업인이 아닌 부자들도 소비를 함으로써 간접적으로 일자리를 창출하는데 도움을 준다는 주장도 있지만, 그렇게 따지면 소비는 누구나 할 수 있다"면서
"사실 가난한 사람들일 수록 소득 대비 소비 비중이 더욱 높다"고 주장했다.
First, we should not confuse a pro-business stance with a pro-rich stance. Not all rich people are business people, or “wealth creators”, as they are often called these days. Some of them have simply inherited vast sums of money, while others have created wealth elsewhere and are simply enjoying their lives in the UK.
These people of course spend money and indirectly create jobs and income in that process. But job – and income – creation through consumption can be done by anyone, if they are given money. Indeed, you could argue that poorer people are more effective in this regard, as they tend to spend a higher share of their income, creating more demands for business. Thus transferring income from the “idle rich” to poorer sections of society through taxation may actually be a pro-business policy.
그렇다면 그냥 부자가 아닌 기업인은 어떨까. 이들에 대한 규제나 처벌을 완화해주면 일자리가 늘어나고 사회에 도움이 될까. 장 교수는 "기업의 세금을 완화해주면 결과적으로 사회의 다른 누군가(다른 기업 포함)가 세금을 더 내야 한다"면서 "정부가 기업 세금이 줄어드는 만큼 공공서비스를 축소시킬 것이 아니라면 결과적으로 어디에선가 (그만큼의 세금을 더 걷어) 재원을 조달해야 하기 때문이다"라고 지적했다.
Actually, being soft on rule-breaking businesses is anti-business. When some corporations and business people do not pay their fair shares of taxes, they are increasing the tax burdens of other members of society, including other businesses. When unscrupulous business people break the basic rules of competition, whether it is rigging foreign exchange markets or not paying the minimum wage, they are hurting the rest of the business community.
그는 무엇보다 '기업의 이익'이란 용어가 허상에 불과하다고 지적한다. 산업은 농업, 제조업, 에너지, 건설업, 금융업, 부동산업 등 다양한 분야로 구성돼 있다. 다른 분야에 속한 기업 간의 이익은 서로 상충하기 쉽다.
예를 들어 에너지 기업에 대한 규제를 완화해주면 결과적으로 에너지를 많이 소비하는 다른 기업이 피해를 보게 된다. 통화가치가 올라가면 금융업은 이득을 보지만, 수출업종은 손해를 본다.
But even if we accepted that helping business should be the priority for the government, the problem is that there is no such thing as “the business interest”.
Business is made up of many different sectors – agriculture, manufacturing, energy, construction, finance, retail, software, you name it – and many different types of firms, from small carpet cleaning services to medium-sized hi-tech businesses and global giants such as Rolls-Royce or HSBC. This means that a policy helping one section of business may harm others.
For example, if you let energy companies abuse their market power,
other businesses, which are consumers of energy, suffer.
장 교수는 "정부가 주장하는 '친기업 정책'의 모호함을 악용해 기업들은 '특별대우'를 요구하며 로비를 한다"며 "이 때문에 일반 서민들은 실업연금이나 장애인 수당을 타는 게 힘들지만, 기업들은 이제까지 손쉽게 저리로 돈을 빌리거나 공적자금을 받는 혜택을 누려왔다"고 지적했다.

And to make it worse, these subsidies are given with very low requirements for standards of behaviour and of performance; contrast these with the standards that are imposed on the recipients of disability benefits or jobseeker’s allowance.
그는 "지금 우리에게 필요한 것은 상충하는 기업간 이익을 명확하게 파악하고 우선순위를 정해 보다 명확하고 정교한 '친기업 정책'을 펼칠 수 있는 정부"라고 강조했다.
What we need is a genuinely pro-business government, which has a clear economic strategy that recognises different business interests and priorities, while reconciling those with the interests and values of other members of society.
혹 이글이 급진적이라고 생각한다면, 그것은 이미 우리가 상식적이며 도덕적인 규칙을 무시하는하는 경제인과
대부호들에 대한 막연한 동경심 부추기기, 거대산업자본의 막강한 로비 등
친기업 환경 조성에 대한 전략에 지나치게 노출되었고, 그렇게 인식하는 것을
당연시해온 결과이기 때문일 것이다.
If this sounds too radical, it is only because we have allowed the idle rich parading as wealth-creators, rule-breaking business people, and powerful industry lobbies to abuse the idea of being pro-business for their own sectional interests for far too long.
